Tobey "Winema" Riddle was a Modoc Indian woman who served as an interpreter in negotiations between the Native American Modoc tribe and the U.S. Army during the Modoc War of 1872-1873, which lasted approximately eight months. She married outside her Nation, but became a mediator for her people trying to help find a fair resolution between the Modocs and the government, often under dangerous conditions.
